which a very low level C++ library for graphics. It's a the level of textures/shaders/vertex buffers etc. not DrawSprite. The only high level thing it has is font rendering. However it's cross platform win/osx/android/ios and can use Direct3D/OpenGL./OpenGLES.

Speaking of CRT shaders, Jeff (psychicparrot) pointed me the other day to a free CRT shader in the GameMaker Studio marketplace which "just works" (which it does, and quite nicely), so I had a look around on the GM:S marketplace and there's lots of free and useful stuff if you're lazy like me (including plenty more shaders). For instance I found a GUI library which does most of the stuff needed for a moderately complex project (light RPG/strat games), and it's free for non-commercial use (there's a commercial licence option as well, so you get to try the lib before paying).

Just thought I'd point it out since it never occured to me to look there in the first place :)

Not sure if this qualifies but for the axe wielders (and keyboard players) there are some splendid pieces of kit at Native Instruments. I've used their stuff in the past but the thought that they might have guitar amp/fx models didn't cross my mind.

I used my guitar with the Real Tone cable for Rocksmith and the ASIO4ALL driver and it plays brilliantly over my laptop. Very little lag. I think there's a way to record the output so if someone wants guitar for their game music (or banjo) then Guitar Rig 5 might do it for you. If I recall, the full package is about £160 though.
